On Tuesday, Governor Andrew Cuomo announced a fast-track plan to create a train hall in the General Post Office while renovating the passageways and platforms across the avenue at Penn Station. The plan would relieve congestion at Penn Station, which houses Amtrak, LIRR, NJ Transit and two subway lines.
