To combat high housing costs, Senators Kamala Harris and Corey Booker — both democratic primary contenders — have proposed
offering monthly subsidies to those paying more than 30 percent of their income in rent. Noëlle Porter, director of government affairs at the National Housing Law Project, discusses Harris's plan.
