Tim Tompkins, president of the Times Square Alliance, follows up on Wednesday's City Council hearing and explains his proposed plan to designate specific areas of the Times Square plaza for different stakeholders, from those seeking tips for being photographed, to commuters in a rush.
Tompkins explained: there'd be 8 or so different zones, all around the size of a city bus. Nothing would be penned in or walled off; rather, the zones would indicate where costumed characters are permitted to stand, and where pedestrians would be encouraged to keep walking ("flow zones").
