Justice secretary Robert Buckland has apologised for failing rape victims, following a record fall in prosecutions and convictions in England and Wales in recent years. The government has published a review of the issue, which found that only 3% of reports resulted in somebody being charged in 2019 and 2020 - down from 13% five years ago. The review includes a series of proposals aimed at improving those figures and ensuring that investigations focus more on attackers than victims.
