בנוגע לפרה אדומה כותב הרמב"ם בספהמ"צ שהמצוה היא "לעשות פרה אדומה כדי שיהי' אפרה מזומן למי שיצטרך אליו לטהרת טומאת מת", שתכלית המצוה זו היא לא (רק) להשתמש באפר הפרה בשעת הצורך, אלא (גם) שיהי' אפרה מזומן ומוכן לכתחילה עבור כל מי שאולי יצטרך לזה, ואפי' עבור שאין לו חיוב להטהר מטומאת מת, והטהרה תלוי' רק ברצונו! ולומד א"ז ממ"ש "והיתה לעדת בני ישראל למשמרת". ענין זה מודגש גם בלשון הרס"ג בנוגע למצוה זו "ופרה למשמרת בתדר". ואע"פ שיש כאלו שמפרשים שכוונתו בזה (וכוונת פסוק הנ"ל) היא רק לאותו חלק אפר הפרה ש"נותנו בחיל", וזהו עיקר המצוה, כי דוקא מחלק זה הזו על הכה"ג לפני יוהכ"פ שחייב להטהר, אבל צע"ג פירוש זה ברס"ג וכו'. ומסתבר שכוונתו בזה היא כמ"ש הרמב"ם שעיקר המצוה היא שתמיד יהי' מוכן אפר הפרה למי שיצטרך. והטעם שדוקא במצוה זו מצינו שצ"ל מזומן כל הזמן וכו', כי ענין פרה אדומה (בפנימיות) הוא תשובה שצ"ל בכל יום!

The Rambam writes in Sefer Hamitzvos that the mitzvah of parah adumah is “to perform the parah adumah so that its ashes be ready for one who needs it for purification from the impurity of a corpse” – that is, the point of the mitzvah is not (only) to use the ashes when needed, but (also) to have it ready and prepared for anyone who might need it – even for someone who has no obligation to become pure but chooses to do so. The Rambam derives this from the verse, “And it shall be for safekeeping for the congregation of the Jewish people.” This idea is also found in the Sefer Hamitzvos of R’ Saadia Gaon, who writes “and the parah for constant safekeeping.” Though some explain that R’ Saadia Gaon (and the verse “for safekeeping”) refer to the portion of the ashes that was “placed in the chayl,” and they further posit that this portion of the ashes is the main aspect of the mitzvah, because it is from this portion that was sprinkled on the kohen gadol before Yom Kippur – when there was an active obligation to become pure – however, this explanation is problematic etc. It stands to reason that R’ Saadia Gaon agrees with the Rambam that the main aspect of the mitzvah is to always have the ashes ready for anyone who needs it. The reason it must always be ready is because the deeper purpose of the parah adumah is teshuvah, which must be done every day.
