Does racial disparity create a grievance culture?

Ministers are to launch a Racial Disparity Audit which was ordered by Theresa May in August 2016. The audit is to challenge society over differences in how public services treat people of different races. Our home affairs editor Mark Easton outlined the projects position as it stands. Conservative MP and communities minister Sajid Javid said when the report goes live many people will welcome this data in terms of "scale, scope and transparency".
