On today’s show I spoke to Pete Hutchison of StAlbansSky campaign group and Neil Thompson of London Luton Airport.

The Civil Aviation Authority gave the following statement:

“The CAA approved an airspace change proposal in respect of departures at Luton Airport.The Airspace Change Proposal was submitted to the CAA by Luton Airport. In order to assess whether to approve a request to change the structure of UK airspace, the CAA follows its airspace change process. Details of this can be found here: http://www.caa.co.uk/Commercial-industry/Airspace/Airspace-change/Airspace-Change/.

Part 4 of this process requires the organisation proposing the change (i.e Luton Airport) to consult on the changes being considered and as part of our decision making process we assess the consultation carried out. Our full assessment covers:

  • the operational need for, objectives and feasibility of the changes proposed
  • our analysis of the anticipated environmental benefits and impacts if the change were made;
    as well as
  • an assessment of the consultation carried out by the organisation proposing the change and of the responses received to that consultation.

Full details of our decision and assessments are published here: http://www.caa.co.uk/Commercial-industry/Airspace/Airspace-change/Decisions/Luton-runway-26/. Our decision letter is here: http://www.caa.co.uk/WorkArea/DownloadAsset.aspx?id=4294977745 and copies of our assessments will be uploaded onto our website as soon as possible.

Around 12 months after a change is implemented we will start a Post Implementation Review of the change to assess whether the anticipated impacts and benefits, set out in the original airspace change proposal and decision, have been delivered and if not to ascertain why and to determine the most appropriate course of action. Once complete we will publish the review on our website.

In summary:

  • Local communities affected by aircraft noise, and the aviation community, are encouraged to respond to this consultation
  • The Proposal outlines options to make the decision-making process for changes to airspace more transparent and ensuring the role of the CAA in the process is clear”
